The RPI can announce the Seventh Session of our Strategy and Governance Forum, taking place on the 25th March. This session will be led by Ben Gough (PwC UK), entitled “Endpoint versus Evolution: Economic Regulation after the Cunliffe Review”. Below is overview of the framing of the discussion:
The Cunliffe review is a milestone moment in economic regulation in the UK. Commissioned in the context of prominent service and financial crises in the water sector in England and Wales, John Cunliffe was tasked with diagnosing how this could happen given the vast and complex regulatory apparatus that monitored everything from environmental performance to financial returns. His findings cast economic regulation in stark relief, presenting a framework that is complex, misaligned with stakeholder requirements, and incapable of addressing specific company requirements around asset health and resilience.
As the UK government now looks to implement several of Cunliffe’s recommendations, this session will discuss:
- How Cunliffe’s recommendations fit in the context of 40+ years of economic regulation in the UK – are they an endpoint or a further evolution;
- The degree to which Cunliffe’s recommendations require a fundamental reset in the way we think about economic regulation, e.g. focus on collaboration versus negotiation;
- How do we monitor the successful implementation of Cunliffe – and what might be the next big challenges and opportunities for UK economic regulation?
The session will take place at the National Liberal Club in Whitehall, London on the 25th March. Arrival time is 5:00pm for 5:30pm start time (with tea and coffee available), with the session coming to a close at 7:00pm.
