RPI Strategy and Governance Forum: Fifth Session

The next RPI Study Group session, now renamed to the “Strategy and Governance Forum“, will be led by George Anstey. The topic will be “Who’s in Charge of the Energy Transition? Balancing Markets, Strategy, Governance and Planning on Britain’s Decarbonisation Pathway“, with a short abstract covering the topic’s focus below.

Policymakers routinely cite that over the next five years to 2030, we will need to invest £200 billion in our electricity system to achieve the government’s target of Clean Power by 2030 (CP2030). That represents a quadrupling of the average annual investment in the sector in recent years.  Over the longer term, as we decarbonise heat and transport, the energy system will require further investment still. In this session, we will discuss:

  • The growing role of the National Energy System Operator (NESO) in planning the energy system and the diminishing role of the market in organising the industry,
  • The shifting responsibilities between the NESO, the Department for Energy Security and Net Zero (DESNZ), the Office of Gas and Electricity Markets (Ofgem) and the government’s appointed Mission Control,
  • The adequacy of governance arrangements given those shifting responsibilities and increasing role of planning in the energy system.

As usual, the event will be taking place in at the National Liberal Club, with arrival time being 5:00pm for 5:30pm start time, with free complimentary wine available after the conclusion of discussions at 7:00pm.
