Organisation and People

The RPI is a not-for-profit company, limited by guarantee, and a registered charity. It is governed by a Council of Management, which acts as the Board of Directors under UK company law and the Board of Trustees under charity law. Operational decisions are delegated to a Director, based at offices in central Oxford, UK. The Oxford staff is at the centre of a much larger network of members and supporters.

A Corporate Advisory Panel, a Public Body Advisory Panel, and a Research Panel, made up of Members of the RPI, assists the Council of Management in the preparation of the research, conference, and seminar programmes.

Philip Davies

Gordon Downie

Gordon Downie is a partner at Shepherd + Wedderburn and an acknowledged leader in the field of UK and EU competition law and regulation. His law practice has developed an emphasis on the role and functioning of markets in regulated sectors in the UK and overseas.

David Gray

David is former chair of Ofgem and currently Chairman of Mutual Energy, NI, and a non-executive director of the CAA. He has also worked in the financial services industries.

Steve Smith

Steve Smith is the Competition & Regulatory Strategy Director at Lloyds Banking Group where he leads the implementation of remedies from the Group CMA Retail Banking Inquiry as well as LBG's project to understand and prepare for the impact of Brexit.

George Yarrow

George is an Emeritus Fellow of Hertford College, University of Oxford and founding Chairman of the Regulatory Policy Institute.
